For the American Bar Association’s Central and East European Law Initiative (ABA/CEELI), New-Rule Principal developed the Judicial Reform Index (JRI) to assess the process of reforming the judiciaries in emerging democracies, based on a series of thirty factors derived from international legal standards, and completed JRIs in approximately one dozen countries in Eastern Europe and the former Soviet Union (Launched in 2001 and still in use).
