Rule of Law in CAR

The New-Rule team of Malcolm Russell-Einhorn and Scott Carlson conducted an assessment visit to the Central African Republic (CAR) to examine the current status of the legal system and programs supporting the rule of law. The team consulted with a variety of government actors, such as L’École nationale d’administration et de magistrature (ENAM) de la République centrafricaine (pictured), and civil society organizations. The 2014 ceasefire agreement between the Séléka and anti-balaka improved security conditions, but significant challenges remain, and the significance of international assistance to CAR cannot be overstated.
