At the end of November, New-Rule, in collaboration with EnCompass LLC, completed a five-year retrospective evaluation of rule of law programming that the State Department’s Bureau for Democracy, Rights, and Labor (DRL) launched in the 2011-16 time period. This evaluation involved the review of over 60 DRL projects around the world, and it analyzed documentation, conducted key informant interviews, and coded and identified common themes. The evaluation is a learning evaluation designed to assist DRL in reflecting on what has worked and how that can be expanded upon in the future.
